The new bill on online falsehoods tabled in Parliament on 1 April 2019 proposes that Internet intermediaries and digital advertising intermediaries are to block content from certain blacklisted websites, and if they do not take “reasonable care” to do so, they are to be fined up to $500,000.
In a Channel NewsAsia news segment aired on 2 April 2019, Adrian Tan was asked to explain the meaning of the term “reasonable”. He said: “It is very hard to define and look into the crystal ball to state each and every situation that people have to deal with. So laws commonly use this word ‘reasonable’. And that word is the way in for judges and lawyers to look at the situation and ask themselves, ‘is the behaviour reasonable?'”
