Ian was quoted saying that if the benchmarking is correct, then the lower two-thirds of employment pass holders should not be affected by this at all, and the higher one-third should also not be any more affected today than when salaries were generally lower. The guidelines are not expected to affect foreign workers at higher level positions.

He added that Singapore’s reliance on foreign talent to plug our workforce gap and maintain our standing as a global hub means that we must attract the right kind of foreigners at the right level of positions.
