TSMP Selected as Legal Adviser on Specialist Panel Reviewing Companies with Potential Links to Transboundary Haze

TSMP Law Corporation has been selected as one of seven members of the Panel on Transboundary Haze, which will assess companies identified by the Government over potential links to transboundary haze. The selection was announced in a joint statement by the Ministry of Law (MinLaw) and the National Environment Agency (NEA) on 30 October 2026.
The TSMP team is led by Joint Managing Partner Thio Shen Yi SC, with Disputes Partners Ong Pei Ching and Nanthini Vijayakumar, and Investigations Director Harsharan Kaur Bhullar.
The Panel is made up of three investigations firms and four law firms or legal advisers. Besides TSMP, the legal members are Dentons Rodyk & Davidson LLP, Toby Landau KC of Duxton Hill Chambers and WongPartnership LLP. The investigations firms are Control Risks Group, FTI Consulting (Singapore) and Kroll Singapore.
According to the statement, the Panel members “bring expertise in forensic investigations, financial analysis, corporate intelligence, risk advisory, and legal services.”
The Panel follows NEA’s issuance of notices on 23 October to 10 Singapore-based companies under Section 10 of the Transboundary Haze Pollution Act. The notices seek information on the companies’ possible links to fires in Indonesia. Each company identified by the Government will engage a team selected by NEA. It will evaluate the company’s operations, corporate relationships and supply chains, and report its findings to NEA. NEA will then decide whether further action is warranted.
